City council will look at moving $7 million for Swan Lake Road extension

The Bossier City Council will discuss adding funds to the Swan Lake Road project at its meeting next Tuesday.

The council will discuss appropriating $7 million from the transportation improvement bond to buy right of way from I-20 to I-220 for the Swan Lake Road extension.

"This will take care of all the right of way," said Pam Glorioso, Bossier City project manager.

For right of way purchase from I-20 to shed road, the city had $3 million in its budget. The total for additional right of way and constructions cost will require $10 million to be taken from the Texas Street overpass.

"(The Swan Lake Road) project is moving faster and we theoretically can build from I-20 to I-220 quickly and have that done while we're still in the right of way acquisition stage on the Texas Street (bridge project)," said Jimmy Hall, Bossier City attorney.

The city is looking to build bridge over railroad tracks near Hamilton Road that will allow a driver to go from the Arthur Ray Teague Parkway to East Texas Street without getting caught by a train.

The city is anticipating $11.5 million in funds from the North Louisiana Council of Governors, add capital money over time to fund the $20 million project

The council will also look at contracting with CDM to investigate the best type of LED lighting available for the Louisiana Boardwalk parking garage.

The city received a $608,600 grant from the Department of Energy as part of last year's stimulus to perform the project.

Glorioso estimated the grant may only fund two floors. She said the city will more than likely bid on two floors and option on the third floor to see what the cost results are.

"The lighting is so expensive and when you start looking at the number of fixtures in that parking garage and replaced every one of them, we wouldn't have the money to go all the way up," said Glorioso.
